Indonesia: Pooled Fund Sulawesi Quake – IDN907

On 28 September 2018, an earthquake with magnitude 6 on the Richter Scale occurred in Indonesia. It was followed three hours later by another earthquake with the magnitude of 7.4 on the Richter Scale, causing damages and casualties in Palu City, and regencies of Donggala, Parigi Moutong, and Sigi in Central Sulawesi, Indonesia. This triggered a near-field tsunami which struck Talise beach in Palu City and beaches in Donggala and some settlements and buildings on the beach, as well as resulting in liquefaction and landslides. By the end of October 2018, more than 591 aftershocks had been reported. The earthquakes affected approximately 3 million people living in Central Sulawesi.

As of 23rd of November 2018, there were 2,101 confirmed fatalities, 4,438 major injuries and 1,373 people still missing following the earthquake and tsunami. There is extensive damage to infrastructure, including residential houses, shops, mosques and hotels. An estimated 211,000 people are displaced across Central Sulawesi and staying in over 942 sites in 254 villages across Palu, Donggala and Sigi districts, and almost 20,000 have reportedly left the province while thousands more stay in tents close to their destroyed homes or with host families. Additionally, the disaster has affected 1,257 schools and 172 Health Facilities. It is likely that these figures will continue to increase as more areas become accessible and the Government conducts more assessments.

Overall Objective

Lives saved, suffering alleviated and human dignity maintained for men, women, boys, girls through WASH, shelter and livelihoods interventions in Sulawesi, Indonesia.

Expected Results

ER 1: Increased access to hygiene items and increased knowledge of hygiene practices among crisis affected women, men, boys and girls.

ER 2: Increased access to cash to cover basic needs of the affected population

ER 3: Recovered livelihoods assets and/or income opportunities among crisis-affected men, women, boys and girls.

ER 4: Increased capacities and preparedness of CARE Indonesia and partners and enhanced collaboration in line with partnership principles.

Main Activities

Distribution of emergency hygiene kits to crises affected women, men, boys and girls, conducting hygiene promotion activities as well as increasing access to potable water and improving sanitation facilities (construction/ rehabilitation/ upgrade of latrines and hand washing facilities)
Distribution of multipurpose cash (MPC) to cover basic needs of the crisis affected women, men, boys and girls
Promotion of women’s entrepreneurship combined with skills trainings and/or distribution of business recovery grants to crisis affected micro business owners, with the main focus on women
Partnership and emergency preparedness investment fund
